Many of Puerto Rico's stray, abused pets live in peril

CAROLINA, Puerto Rico - When Puerto Rico Rep. Javier Rivera Aquino introduced a bill this summer that would have made pet owners accountable for their animals, many had high hopes that the proposed legislation would help put an end to the island's animal-welfare crisis.

Although the bill sailed through the House, it was criticized as too costly, and the Senate backed down.

Very disappointing. One of my concerns about puerto Rico is the amount of strays around who rely on the caring residents of the island to feed them and although many are friendly , many are not and at times the strays can be burdensome but it is not their fault, they need to survive also.
